荷兰的专科是指HAVO（Favorite）和VO（Secondary vocational education），也就是给高中毕业生提供的二级职业教育。这类学校一般是以技能型人才培养为主的院校，跟我们的中专、技校类似，但是学历层次是高中学历(Favoite)或同等学力(Secondary Vocational Education)。 学生完成两年的专业学习后，可以通过考试获得毕业证书。虽然这些证书在社会上受到认可，但一般只有企业会承认这些证书的效力，而想要申请大学继续深造是比较困难的。

不过最近荷兰政府开始推行一个新的职业教育计划——MBO，这个计划将取代现有的HAVO和VO体系并成为新的标准职业教育体系，相当于从高中开始划分出3个不同的职业教育渠道。 MBO分三个等级，分别是MBO level1、MBO level2 和MBO level3，每个级别都是两年制，最后一个级别的证书可以授予学士头衔(bachelors degree)。

现在正在推行的是MBO Level1和Level2，主要的目的就在于解决当前荷兰就业市场紧缺的技能型人才，所以整体而言这个新体系的认可度是非常高的。而且在这个体系下，学生们可以选择自己感兴趣的领域去学习，并以此来规划自己的职业生涯。

除了提供专业的课程之外，MBO还为学生提供了大量的实习机会，让学生们能够学以致用，提前适应实际的工作环境。 在学校里，学生们通常被分为不同的小组，每一个小组都有一个公司或者行业的代表作为顾问，指导学生们了解行业发展动向以及预测未来的需求。所以MBO的学生们总是能够快人一步掌握行业的实用信息，并借此确立好自己的未来职业目标。
